Parking in Clapham: Permits £136 to £683, Diesel Adds £275

Start with the thing nobody tells you until you have driven round for twenty minutes. Lambeth has three council car parks in the whole borough and none of them is in Clapham. They are on Pope’s Road in Brixton, Leigham Court Road in Streatham and Waylett Place in West Norwood. Parking in Clapham means a controlled parking zone bay, a permit, or PayByPhone.

The second thing is that Lambeth prices almost everything on what your car emits. A resident permit for an electric car is £135.96 a year. The same permit for a large petrol car is £682.63, and if it runs on diesel there is another £275 on top whether or not it meets Euro 6.

Resident permits: the emissions ladder

Lambeth puts every vehicle into one of 13 bands, A to M, by CO2 output. Cars registered before 1 March 2001 are banded on engine size instead, as are cars whose emissions figure cannot be found. Prices last rose on 14 April 2025.

Two surcharges sit on top of that table and neither is included in it:

• Diesel: £275 a year. Lambeth extended this to every diesel vehicle, including Euro 6 compliant ones.
• Second permit in the same household: £125 a year. This applies to motorcycle permits too.

So the worst case for one Clapham household is a band M diesel as the second car on the street: £682.63 plus £275 plus £125, which is £1,082.63 a year. The best case is a second electric car at £135.96 plus £125, or £260.96. Motorcycle permits run separately, from £65.32 in band A to £248.70 in band M (Lambeth).

Lambeth’s stated reason is its Kerbside Strategy and Air Quality Action Plan, and a target of being a net-zero compatible borough by 2030 (Lambeth).

Visitor and trader vouchers

All visitor vouchers are virtual now. Nothing goes in the windscreen, and the enforcement officer sees an active voucher when they type in the registration.

The limits matter more than the price. Each household can buy a maximum of 50 visitor vouchers in any 12-month period. Vouchers work only in the zone linked to your account, only in residents’ and shared-use bays, and never on a council estate, which needs a separate estate visitor permit. You need two documents proving your address before any voucher can be activated, and Lambeth says to allow up to ten working days for that check, so this is not something to start the morning your relatives arrive (Lambeth).

Old paper scratch cards issued between 2014 and 2018 are still valid. Scratch off the day, month and date but never the year, and never more than one panel each.

Pay-by-hour: peak, off-peak and the 15-minute rule

Lambeth changed its cashless pricing structure on 1 September 2025 and raised the rates again on 19 February 2026. Two rules now apply everywhere:

• Peak runs from 10am to 1pm. Before 10am and after 1pm is off-peak and cheaper.
• The first 15 minutes costs 25% of the hourly rate, whether you stay two minutes or fifteen. After that you pay by the hour.

Rates then vary by zone and by the same 13 emission bands. For a band A vehicle at the off-peak rate, the council’s notice of variation of cashless parking charges for 2026/27, dated 23 January 2026, sets:

That last row is not a typo. A band A car pays 72p an hour at the Streatham and West Norwood car parks and £5.68 at the Brixton one, a difference of almost eight times for the same vehicle in the same borough. Both figures are in the same statutory notice.

Robertson Street and Cavendish Road is the zone closest to Clapham, and it includes bays shared with Wandsworth. Diesel vehicles pay a surcharge on the hourly rate as well: at the Waterloo band A off-peak rate the diesel total is £13.21 an hour rather than £7.55 (Lambeth).

Note that Lambeth’s own charges page groups the Streatham and West Norwood tariffs under a “Streatham” heading and spells the second car park “Waverly Place”. The statutory notice calls it Waylett Place, which is the West Norwood one.

The three council car parks

All three are cashless, taking PayByPhone or PayPoint. Blue badge holders park free at Pope’s Road and Leigham Court Road. Pope’s Road is also restricted to Brixton Market Traders Federation permit holders alongside paying customers. Overnight parking at Waylett Place is explicitly prohibited (Lambeth).

Sundays are free at Leigham Court Road and Waylett Place, 7am to 7pm. Pope’s Road is not free on a Sunday.

Free parking, and the traps

There is genuinely free short-stay parking in the borough, and it is all in Brixton. Lambeth lists 36 bays where you get one hour free and cannot return to the same space for two hours:

• 30 bays on Brixton Station Road, from Pope’s Road to Gresham Road, and on Valentia Place
• four bays in Electric Lane, near the junction with Rushcroft Road
• two bays on Saltoun Road, near the junction with Railton Road

Bank holidays are the other free window, and this is where people get caught. Lambeth relaxes pay-for-parking bays, resident permit bays and business permit bays on bank holidays. It does not relax single yellow lines, double yellow lines, disabled bays, suspended bays, car club bays, footway parking or bus lanes, and it says plainly that it runs a removal service on bank holidays for obstructive parking. The council car parks are not free on bank holidays either: all three are closed, because their published hours exclude public and bank holidays (Lambeth).

Inside a controlled parking zone, single yellow lines are generally controlled 8.30am to 6pm Monday to Saturday unless a time plate says otherwise, and double yellows are controlled around the clock. Lambeth has 20 CPZs, mostly in the north of the borough. Bay time plates carry a two-letter code: the first letter is the zone, the second is who may park, so BR is a Brixton resident bay and KB is a Kennington business bay. Your permit code has to match the plate, not just the street.

Blue badge

A Blue Badge costs £10 in Lambeth, charged only after a successful application. In the borough it lets you park:

• up to three hours on yellow lines where there are no loading restrictions, with the clock card set to your arrival time
• unlimited in residents’ bays and PayByPhone bays
• unlimited in bays marked “Disabled”
• free in any bay in a Lambeth council car park, within that car park’s time limit

Applications on hidden disability grounds take six to eight weeks. Blue Badge holders can then apply for a Lambeth-only White Badge as well (Lambeth).

Fines

Lambeth splits the borough for penalty purposes. Band A roads are everything north of the South Circular plus every road inside a CPZ, which covers all of Clapham. Band B is south of the South Circular and outside a CPZ.

The higher charge covers prohibited and dangerous parking such as double parking; the lower one covers overstays. Pay within 14 days and every charge above halves (Lambeth).

Station parking: there isn’t any

Worth stating plainly, because commuters ask. National Rail lists no car parking spaces at any station in the Clapham area. Clapham High Street, Brixton, Streatham Hill, West Norwood, Vauxhall and Clapham Junction all show zero station parking spaces. Herne Hill has no car park either, though it has two accessible bays via Railton Road, one of them immediately outside the station. The space counts these stations do publish are cycle spaces: 294 at Clapham Junction, 20 at West Norwood, 12 at Streatham Hill and 6 at Herne Hill (National Rail).
